Patricia V. Hayes, J.D.
Patricia has been involved in the legislative and public policy process for over eighteen years having begun her career as an unpaid legislative intern in the Office of the Governor while still an undergraduate student. Over the years, Patricia has built a solid reputation and stellar career working in, around, and for state government and the legislative process. Few people today have the comprehensive background in education policy that she has, having actually practiced education law as well as represent educational interests in K-12 and higher education in both the public and private sectors.

Patricia’s opportunities have led her to experience many “firsts” in her career, the most recent bein the first African American and female to serve as the primary representative of the legislative interests for a major university system in the state. Having served as a senior advisor to a Commissioner of Education, a university system Chancellor, a state Senator and a Lieutenant Governor, Patricia has developed a reputation for discretion and integrity regardless of the political interests involved. All the while she has maintained an active role in her community and legal profession as well, serving in leadership roles at the local and state levels throughout the years. A licensed attorney since 1994, Patricia earned her law degree from the George McConnell School of Law at Pepperdine University and her Bachelor of Arts in Government from the University of Texas at Austin.

Vice Chancellor for Governmental Relations and Educational Policy, the primary governmental relations liaison for the Texas State University System, representing eight campuses, 70,000 students and a $800 million systemwide budget.

Associate Commissioner, Educator Quality and P-16 Initiatives, appointed to create and lead new Texas Education Agency department to incorporate and re-organize the former State Board for Educator Certification agency as well as manage all aspects of educator certification and standards, educator excellence and P-16 initiatives.

Legal Counsel and Governmental Relations Officer, served as legislative liaison representing 40 member institutions of the Independent College and Universities of Texas.

Special Assistant for Education
, served as primary policy advisor to Lieutenant Governor on all k-12 public and higher education issues in Texas.

Committee Director, Senate Subcommittee on Higher Education, served as key higher education advisor to Texas State Senator.

Staff Attorney/ Legislative Liaison, represented legal and legislative interests of classroom teachers and other educational staff at Texas Classroom Teachers Association.

Legal Intern, assisted education liaison to the Speaker of the Texas House of Representatives during the legislative rewrite of the Education Code.
